Call for Papers

Introduction

The world is witnessing a major shift towards the real Islamic economy, after the conventional economy suffered repeated crises and collapses. Throughout history, this real economy has embodied the validity of the tolerant Islamic Sharia for every age.

Here lies the role of its devoted sons: to bring this to light and to proclaim the soundness of this faith and its capacity to embrace all economic developments and their emerging realities.

Accordingly, the Islamic finance industry — in its organised form — has had a growing presence for more than fifty years. Given the prominent role of Islamic sukuk in developing Islamic financing instruments, and in fulfilment of this role, the idea of the First International Scientific Conference on Non-Banking Financial Instruments was born.

Objectives

The conference aims to advance community development and to develop an important instrument of Islamic finance — Islamic sukuk. It seeks to highlight their role in supporting the local economy at both the government and private-sector levels, and their anticipated role in rebuilding the country and completing stalled and faltering projects.

    Sharia, Legal and Regulatory Frameworks for Islamic Sukuk

    • Jurisprudential foundations and Sharia guidelines for issuing and trading Islamic sukuk.
    • Legislation governing Islamic sukuk and special purpose companies, locally and internationally.
    • The role of the standards of the Accounting and Auditing Organization for Islamic Financial Institutions and the Islamic Financial Services Board in regulating the sukuk market.
    • Sharia governance and risk management in Islamic sukuk issuances.
  2. 02Track 2

    Islamic Sukuk and Their Role in Financing and Development

    • Islamic sukuk and their role in achieving the Sustainable Development Goals (SDGs).
    • Green sukuk, sustainability sukuk and the financing of renewable energy projects.
    • Islamic sukuk and their role in financing the economic sectors (agricultural and industrial projects…) and service sectors (education and health…).
    • Islamic sukuk and their role in financing the oil, gas and mining sector.
    • Islamic sukuk and their contribution to financing small and medium enterprises and entrepreneurship.

    Financial Innovation and Digital Technology in the Islamic Sukuk Industry

    • Financial technology (FinTech): its impact and influence on the development of the Islamic sukuk market.
    • Artificial intelligence and its applications in structuring and managing Islamic sukuk.
    • Blockchain technology, smart contracts and digital sukuk issuances.
    • Waqf sukuk and the possibility of issuing them in Libya.
    • The role of Islamic sukuk as liquidity instruments in the money market.

    Accounting, Auditing, Governance and Disclosure

    • Accounting treatment of Islamic sukuk under AAOIFI and international standards.
    • Disclosure, transparency and financial reporting of sukuk issuances, and their effect on attracting investors.
    • Internal and external audit and Sharia supervision of the financial transactions of Islamic sukuk.
    • The impact of zakat, taxes and credit rating on the performance of Islamic sukuk.

    International Experiences and Prospects for Applying Sukuk in Libya

    • Legislative, regulatory and institutional requirements for activating the sukuk market in Libya.
    • The state of the sukuk industry in Libya and opportunities for issuing sukuk to finance reconstruction and development projects.
    • International experiences in issuing capital-support sukuk (Tier 1 and Tier 2) in Libya.
    • International experiences in issuing sovereign sukuk and their role in supporting operating budgets and transformation.
    • The role of sukuk in attracting domestic and foreign investment — experiences of leading countries in the field.

Publication rules

  1. 1

    Papers are accepted in Arabic only.

  2. 2

    The paper must be original and must not have been published or submitted for publication before.

  3. 3

    The paper must fall within the conference tracks, adhering to scientific methodology and academic integrity.

  4. 4

    The title must be clear, and the study must be based on appropriate and recent scientific references.

  5. 5

    The quotation rate must not exceed 15%, with disclosure of any use of artificial intelligence tools.

  6. 6

    The Scientific Committee will determine the papers to be presented during the conference sessions, and all accepted papers will be published in the scientific journal.

  7. 7

    Writing and publication guidelines will be announced later, according to the rules of the publishing journal.

Outcomes

  1. Publication of accepted papers in a peer-reviewed scientific journal listed in the Directory of Libyan Journals (DOLJ) of the Ministry of Higher Education and Scientific Research.

  2. Issuance of actionable scientific recommendations, submitted to the competent authorities, contributing to the development of legislation, policies and practices related to Islamic sukuk.

  3. Opening the way for scientific initiatives between academic institutions and specialists to advance scientific research in Islamic financial studies.
